Step-by-Step: What to Do

  1. 1

    Talk to your neighbor first

Leave a polite note or visit. Many Koreans don't realize they're being loud. A friendly approach works 70% of the time.

  2. 2

    Contact building management (κ΄€λ¦¬μ‚¬λ¬΄μ†Œ)

They'll post a notice or mediate. Find their number on the apartment bulletin board or entrance.

  3. 3

    Call the Noise Hotline: 1661-2642

μΈ΅κ°„μ†ŒμŒ 이웃사이센터 (Inter-floor Noise Neighbor Center). Free mediation service. They can send a mediator to your building.

  4. 4

    Environmental Dispute Resolution (ν™˜κ²½λΆ„μŸμ‘°μ •μœ„μ›νšŒ)

If mediation fails. They measure noise levels officially. Can order compensation up to β‚©3,000,000.

  5. 5

    Police (112) β€” Last resort

For extreme cases (late night, intentional). Police can issue warnings and fines up to β‚©500,000.

Being a Good Neighbor

Korean apartments have thin floors. Things that seem normal might bother your downstairs neighbor:

  • β€’ Wear slippers β€” Never walk barefoot or in hard shoes indoors
  • β€’ No running/jumping β€” Especially kids after 9 PM
  • β€’ Washing machine β€” Don't run it after 10 PM (vibration travels)
  • β€’ Furniture pads β€” Put felt pads on chair/table legs
  • β€’ Exercise mat β€” Use thick mats for home workouts
  • β€’ Moving furniture β€” Notify neighbors in advance
